In the manifesto committee, P. Chidambaram, Jairam Ramesh, Salman Khurshid, Shashi Tharoor and Sam Pitroda are the main people who are supervising and preparing the election manifesto for Congress. So far 176 consultation meetings have been organized in 56 cities to take public response on the issues.

One of the key points of the manifesto; Rahul Gandhi's big election promise will include 'Minimum Income Guarantee'. It is believed that it will be prepared in consultation with the well-known economists including former RBI governor Raghuram Rajan and this manifesto will also give a glimpse of the Congress plan. Congress is stating that this scheme is going to be a  'game-changer'.

In addition to the various branches of the party, including women, students and youth; Congress is also considering transgenders. Transgender's rights activist Apsara Reddy was appointed as a general secretary for the women's wing of Congress in January. The party is seeking people's views for declaration through a dedicated website.  

 Apart from strategies and roadmap for electoral warfare, party leaders will also discuss a draft of the Common Minimum Program (CMP).
